Outgoing New York City Mayor Michael Bloomberg plans to sign legislation passed by the city council last month that will raise the age for buying tobacco from 18 to 21 years old. The move makes New York the first large city to outlaw sales to people who are under 21. It follows along with other Bloomberg anti-tobacco initiatives. In 2011, his administration enacted a ban on smoking in many public places.
