In testimony in front of the House Intelligence Committee, Director of National Intelligence James Clapper defended the practice of spying on allies and challenged accusations that the NSA had gone rogue. He spoke of the importance of determining foreign leaders’ intentions and said that allies absolutely spy on U.S. officials as well.
